Block 8 – Quick Reference

Intended Carrier(s)

Identifies the carrier or carriers who will physically transport the waste and the means of transport.

Basel Basis

Article 6(1), Basel Convention; Annex V-A Block 8

Field Type

Party identity — carrier(s) and transport mode codes

Required For

All Basel movements

What Block 8 Captures

Block 8 identifies who will carry the waste and how. For sea freight this typically means the shipping line or freight forwarder. If a forwarding agent organizes the transport but does not carry the waste themselves, the agent's details go in Block 8 and the actual carriers are listed in an attached annex.

Means of Transport Codes

How to Complete Block 8

1

Enter the carrier's registration or licence number,

full legal name, full address (including country), contact person, telephone, fax, and email.

2

Enter the means of transport code.

Use multiple codes if the shipment uses more than one mode (e.g., R + S for road to port then sea freight).

3

If more than one carrier is involved,

append a complete carrier list as a numbered annex. Write "See attached list" in Block 8.

4

If a forwarding agent organizes the transport,

enter the agent's details here and list actual carriers in an annex.

⚠️

Forwarding Agent vs. Actual Carrier

If a forwarding agent organizes the transport but does not carry the waste themselves, the agent's details go in Block 8 and the actual carriers must be listed in an attached annex.

Common Errors – Correct Approach

Wrong

Means of transport code omitted

Correct

Always declare the transport mode — it is mandatory

Wrong

Forwarding agent listed but actual carriers not attached as annex

Correct

Attach a full carrier annex whenever an agent organizes transport

Wrong

Carrier details on notification differ from movement document

Correct

Both documents must carry consistent carrier information

Wrong

Only S (Sea) listed when road transport is used to reach the port

Correct

List all modes used — R + S if road is used for the domestic leg to port

Frequently Asked Questions

What if the final carrier is not known at notification stage?

Provide the best available information — typically the freight forwarder or shipping agent. The movement document (completed at shipment time) captures the actual carrier with signatures.

Does the carrier need to be registered with any authority?

Many countries require carriers of hazardous waste to hold a specific transport licence. Include the licence number in the registration field where applicable.

Who completes Block 8?

Block 8 is completed by the exporter/notifier when preparing the notification. The carrier details should be confirmed before submission.

DexMetal Expert Tip

For ULAB sea freight from T&T, declare R + S as transport modes. The domestic leg to Port of Spain or Point Lisas uses road; the international leg uses sea. Declaring only S will draw queries from customs and transport authorities.
