What Block 17 Captures

Block 17 is the legal declaration that certifies three things: (1) all information in the notification is complete and correct to the best of the notifier's knowledge; (2) legally enforceable written contractual obligations have been entered into between all parties; and (3) applicable insurance or other financial guarantee is or will be in force covering the transboundary movement.

This block must be signedlast— after all other blocks are complete. Signing before completing the form undermines the certification and can create legal liability if errors are subsequently found.

How to Complete Block 17

Ensure every other block in the notification is complete

and reviewed before signing.

Confirm that a written contract

between the exporter, importer, and facility is in place or will be in place before the shipment departs.

Confirm that insurance or a financial guarantee

covering the movement is in place or arranged.

Enter the exporter/notifier's printed name

, sign, and date in DD.MM.YY format.

Obtain the waste generator's printed name, signature, and date

where practicable. If impracticable (e.g., multiple unknown generators), document the reason.

Electronic Submissions

A digital signature is required for electronically submitted notifications. Check the importing country's accepted digital signature standards before submission.

Frequently Asked Questions

Is a stamped signature required or will a printed name suffice?

A handwritten signature is required for paper submissions. Some countries additionally require a company stamp. Check the importing country's specific requirements.

Does the financial guarantee need to be submitted with the notification?

Some countries require proof of insurance or guarantee to accompany the notification. Others accept the declaration alone. Check importing country requirements.

What constitutes a "legally enforceable written contractual obligation"?

A signed contract between the exporter, importer, and receiving facility that governs the terms of the waste transfer, processing, and liability. This should be in place — or at minimum agreed in principle — before Block 17 is signed.
