What Block 18 Captures
Block 18 is a simple count and index of all documents attached to the notification. Its purpose is to give competent authorities an immediate inventory of what is included so they can verify completeness before beginning detailed review. A mismatch between the declared annex count and the actual documents submitted is a common and easily avoided rejection trigger.

How to Complete Block 18

Compile all supporting documents first.
Do not complete Block 18 until all annexes are gathered and finalised. The count you declare must match exactly what is physically attached.

Enter the total count.
State the number of documents attached. Example: “5 annexes attached.” Some CA forms require a list of annex titles alongside the count.

Number each annex.
Label each attached document with its annex number (Annex 1, Annex 2, etc.) and ensure the order matches the list in Block 18. Disorganised annexes cause processing delays even when the content is correct.

Count Must Match Physical Documents
If Block 18 states 5 annexes but only 4 are attached, the notification is considered incomplete and will be returned without review. Do a final count check immediately before submission.

Which annexes are mandatory for all notifications?

Article 6(2) of the Basel Convention requires at minimum: a contract between the exporter and the disposal/recovery facility, and a financial guarantee or insurance. The receiving facility’s operating permit is required by most CA regulations. Beyond these three, requirements vary by country — always check the specific CA’s submission checklist for your destination country.
Can I submit additional documents after the notification is filed?

Yes, but it requires a formal amendment or supplementary submission and restarts the CA review clock in many jurisdictions. It is always faster to have all documents ready before the initial submission than to send them as a follow-up.
