What Block 10 Captures

Block 10 establishes the legal identity of the receiving facility — the specific site authorized to accept and process the declared waste. Competent authorities use this block to confirm that the destination is a real, currently permitted facility before consenting to the movement.

The facility declared in Block 10 must:

  • Hold a valid permit covering the declared waste type
  • Be the actual physical site of disposal or recovery
  • Match exactly the facility named in the approved notification
  • Remain authorized at the time of each shipment — not just at the time of notification

Block 10 identifieswherethe waste is going. What happens to it at that facility is declared separately inBlock 11.

What to Enter in Block 10

Tick the correct facility type first— either Disposal Facility or Recovery Facility. These are not interchangeable.

Then complete the following fields:

Registration Number

The facility's official environmental or waste management permit number issued by the competent authority of the country of import. Include this where it exists — omitting it is a common cause of authority queries.

Name

The exact legal name of the facility as it appears on its permit or authorization. Do not use trading names or abbreviations.

Address

Full address including country name. If the actual site of disposal or recovery differs from the facility's registered address (e.g., a head office vs. operational site), enter the registered address here and note the actual site in the "Actual site of disposal/recovery" sub-field below.

Actual site of disposal/recovery

Complete this sub-field if the physical processing location differs from the address above. Leave blank only if they are identical.

Contact person

Name of the individual responsible for the shipment at the facility.

Tel / Fax / Email

Include country code. These details must allow authorities to contact the facility directly at any time during transit.

How to Complete Block 10

Confirm the facility's permit is currently valid and covers the specific waste type being shipped.

Tick Disposal Facility or Recovery Facility — match exactly what was declared in the notification.

Enter the registration number, exact legal name, and full address.

If the operational site differs from the registered address, complete the "Actual site" sub-field.

Cross-reference all details against the approved notification Block 10. The movement document must match.

Frequently Asked Questions

Can the facility change after the notification is approved?

Only through a formal variation process managed by the competent authority. Routing waste to a different facility without approval is a critical compliance breach and can result in the shipment being returned or seized.

What if the facility is also the importer?

Write "Same as Block 4" in Block 10. You do not need to repeat all the contact details.

Should permit status be verified for every shipment under a general notification?

Yes. A general notification can cover multiple shipments over up to one year. The facility's permit must be valid at the time of each individual shipment, not just when the notification was submitted.

What is the difference between Block 10 and Block 11?

Block 10 identifies the facility — who and where. Block 11 declares the operation — what will be done to the waste. Both must be consistent with each other and with the approved notification. SeeBlock 11: Operation Codefor the R/D code requirements.

  • Country-specific Prior Informed Consent (PIC) approval letters
  • Facility permit or licence from competent authority of destination country
  • Waste management contract between exporter and receiving facility

Expert Tip:Facility details in Block 10 must exactly match the facility named on the PIC approval and the waste management contract. Any mismatch — including abbreviated vs. full legal name — is grounds for rejection by customs authorities. Confirm the full legal name and address with the facility before completing the notification.
