Notification Submission
Under Basel Article 6(1), all notifications must be submitted through your national competent authority using the official Annex V A notification form. The exporting country's competent authority serves as the sole channel for transmitting notifications to importing and transit states. Direct submission to foreign authorities is not permitted and will not be processed.
Submission Channels by Jurisdiction
ELECTRONIC SUBMISSION (EU/OECD COMMON):
- Online portals maintained by competent authorities
- Email submission with digital signatures accepted in many jurisdictions
- PDF uploads through government systems
- Instant acknowledgment of receipt typically provided
- Examples: Netherlands uses BeNeLux system, Germany uses eANV portal
PAPER SUBMISSION (MANY NON-OECD COUNTRIES):
- Physical original forms required with wet signatures
- Certified mail or courier delivery to competent authority office
- Multiple copies may be required (3-5 copies typical)
- Receipt acknowledged by stamped copy or separate letter
- Processing time longer due to manual handling
HYBRID SYSTEMS:
- Electronic pre-submission followed by original paper documents
- Scanned documents via email with originals by mail
- Portal upload with printed confirmation requiring signature
- Common in countries transitioning to digital systems
Required Submission Package
ANNEX V A NOTIFICATION FORM:
- Use most current version from your competent authority or Basel Secretariat
- Some countries have national versions with additional mandatory fields
- Complete all blocks per Article 6(2) requirements
- Original signatures from notifier and authorized representative
- Type rather than handwrite for legibility

MANDATORY ATTACHMENTS PER ARTICLE 6(3):
- Contract between exporter and disposer as required by Article 6(3)(b)
- Receiving facility's operating permit or license
- Waste characterization report or laboratory analysis
- Transporter licenses and insurance certificates
- Any additional documents required by exporting competent authority
RECOMMENDED SUPPORTING DOCUMENTS:
- Photographs of waste materials
- Facility ESM certification or audit reports
- Emergency response plans
- Prior notification approvals for same waste stream (if applicable)
- Manufacturer certifications (RoHS compliance for electronics, etc.)
Language Requirements
EXPORTING COUNTRY LANGUAGE:
- Notification must be submitted in language(s) accepted by your competent authority
- English widely accepted but verify with your authority
- Some countries require native language (e.g., French in France, Spanish in Latin America)
IMPORTING COUNTRY LANGUAGE:
- Your competent authority may require translations before forwarding
- Importing country may request translations directly
- Official/certified translations often required (notarized translator)
- Budget time and cost: professional translation services typically $0.10-0.30 per word
COMMON TRANSLATION REQUIREMENTS:
- China: Chinese translation mandatory
- Japan: Japanese translation preferred
- Latin America: Spanish or Portuguese required
- Middle East: Arabic often required
- EU: English generally accepted, but national languages preferred
Submission Process Step-by-Step
STEP 1: VERIFY SUBMISSION METHOD
- Contact your national competent authority to confirm current procedures
- Ask for submission guidelines, portal access, or mailing address
- Confirm number of copies required if paper submission
- Determine if electronic signatures accepted
STEP 2: PREPARE COMPLETE PACKAGE
- Complete Annex V A form with all required information
- Gather all mandatory attachments listed above
- Obtain all required signatures
- Organize documents in order (notification form first, attachments following)
- Create table of contents for large submission packages
STEP 3: QUALITY CHECK BEFORE SUBMISSION
- Cross-reference all document numbers (permit numbers, waste codes, quantities)
- Verify consistency between notification form and attachments
- Confirm all signatures are original and current
- Check that all pages are legible (especially scanned documents)
- Ensure confidential business information is appropriately marked
STEP 4: SUBMIT TO COMPETENT AUTHORITY
- Electronic: Upload through portal or email to designated address
- Paper: Send via registered mail or courier with tracking
- Retain proof of submission (email confirmation, tracking number, receipt)
- Keep complete copy of entire submission package for your records
STEP 5: PAY NOTIFICATION FEES (IF APPLICABLE)
- Many countries charge notification processing fees
- Fees range from $100 to $5,000+ depending on jurisdiction and waste type
- Payment methods vary (bank transfer, check, credit card, government payment systems)
- Obtain receipt and include payment confirmation with submission
- Processing may not begin until fee received
STEP 6: AWAIT ACKNOWLEDGMENT
- Competent authority must acknowledge receipt within 3 working days per Article 6(2)
- Acknowledgment confirms administrative completeness, not technical approval
- Tracking number assigned for future reference
- If no acknowledgment received within 5 working days, follow up

Country-Specific Requirements
UNITED STATES (EPA):
- Electronic submission via EPA's RCRAInfo portal
- Notification fees: $0-$1,000 depending on waste type
- Processing time: 30-45 days typical
- Additional state-level notifications may be required
EUROPEAN UNION MEMBER STATES:
- Many use electronic systems (eANV in Germany, BeNeLux system in Netherlands/Belgium/Luxembourg)
- EU-wide notification for movements within EU (simplified procedures)
- English generally accepted for cross-border movements
- Tacit consent procedures available for certain waste streams under EU Regulation 1013/2006
CHINA (MEE - MINISTRY OF ECOLOGY AND ENVIRONMENT):
- Electronic pre-registration required
- Chinese language translations mandatory
- Paper originals submitted after electronic approval
- Processing time: 60-90 days typical
- High rejection rate for incomplete documentation
INDIA (CPCB - CENTRAL POLLUTION CONTROL BOARD):
- Paper submission to CPCB office in New Delhi
- English accepted (India is English-speaking for official purposes)
- Multiple copies required (typically 5)
- Processing time: 60-120 days
- Facility must be registered with CPCB and state pollution control board
SOUTH AFRICA (DFFE - DEPARTMENT OF FORESTRY, FISHERIES AND THE ENVIRONMENT):
- Electronic submission via email
- English accepted
- Processing time: 90-120 days typical
- Facility permit verification takes significant time
- Regular follow-up recommended
What Happens After Submission
ADMINISTRATIVE REVIEW (1-7 DAYS):
- Competent authority checks for completeness
- Verifies all required documents present
- Confirms proper form version used
- Assigns tracking number
- Issues acknowledgment of receipt
TECHNICAL REVIEW (7-30 DAYS):
- Detailed examination of waste classification
- Verification of facility authorization
- Assessment of routing and transport plans
- Evaluation of insurance adequacy
- May request clarifications or additional documentation
INTERNATIONAL TRANSMISSION (CONCURRENT WITH TECHNICAL REVIEW):
- If notification is complete, exporting authority forwards to importing and transit authorities
- Transmission typically via diplomatic channels or designated contact points
- Electronic transmission increasingly common between competent authorities
- Importing authority's 60-day clock starts upon receipt per Article 6(5)
Practical Guidance
FOR FIRST-TIME NOTIFIERS:
- Schedule pre-submission consultation with competent authority if offered
- Request example of properly completed notification from your authority
- Join industry associations that provide submission guidance
- Consider hiring Basel consultant for first notification to ensure completeness
- Build extra time into schedule for learning curve (additional 2-4 weeks)
FOR ELECTRONIC SUBMISSIONS:
- Register for portal access well in advance (can take 1-2 weeks)
- Test file upload capabilities with small test files first
- Verify PDF compatibility and file size limits
- Save confirmation numbers and emails as proof of submission
- Print submission confirmation page for records
FOR PAPER SUBMISSIONS:
- Use certified mail or courier with signature confirmation
- Make extra copies for yourself before mailing
- Confirm mailing address and office hours (some authorities have limited receiving hours)
- Allow 5-10 business days for physical delivery and processing
- Follow up if acknowledgment not received within 2 weeks
FOR REPEAT NOTIFICATIONS:
- Reference previous notification tracking numbers in new submissions
- Note any changes from prior approved notifications
- Update only changed information rather than resubmitting entire packages
- Maintain digital templates for your standard waste streams
- Track expiration dates and begin renewal 90-120 days before expiry
