Final Authorization
Receiving written consent from the importing country and acknowledgments from all transit countries marks a critical milestone—but it does not automatically mean you can ship immediately. Final authorization requires verification that all conditions are satisfied, movement documents are prepared, and operational requirements are in place. Understanding what final authorization actually permits and the validity period is essential for compliant shipments.
When Movement is Authorized
BASEL ARTICLE 6(9) AUTHORIZATION TO PROCEED:
- Movement may only proceed after written consent from importing state received
- All transit state acknowledgments or consents must also be received
- Any conditions imposed by importing or transit states must be satisfied
- Exporting state competent authority confirms all requirements met
- Movement document (Annex V B) prepared for each shipment
WHAT "CONSENT" DOES NOT MEAN:
- Consent does NOT authorize unlimited shipments—quantity and time limits apply
- Consent does NOT permit changes to routing, facility, or waste characteristics without renotification
- Consent does NOT guarantee customs clearance or freedom from inspection
- Consent does NOT override transport regulations (UN dangerous goods requirements, etc.)
Notification Validity Period
STANDARD VALIDITY PERIOD:
- Most notifications valid for 12 months from date of consent
- Some countries impose shorter validity periods (6 months common in some jurisdictions)
- Validity period specified in consent letter from importing authority
- Cannot ship after validity period expires—requires renewal notification
- Validity calculated from date of importing country consent, not submission date
QUANTITY LIMITATIONS:
- Consent specifies maximum quantity authorized (typically in metric tons)
- Quantity cannot be exceeded during validity period
- Some notifications specify per-shipment quantity limits as well as total
- Must track cumulative quantity shipped to avoid exceeding authorization
- Additional quantity requires new notification or amendment
SHIPMENT FREQUENCY LIMITATIONS:
- Some consents limit number of shipments (e.g., "maximum 12 shipments")
- Others specify minimum time between shipments
- Frequency restrictions typically aimed at managing facility processing capacity
- Must be documented in movement tracking system
Movement Document Requirements
ANNEX V B MOVEMENT DOCUMENT:
- Required for EACH individual shipment per Article 6(9)
- References the approved notification tracking number
- Specifies actual quantity and composition of specific shipment
- Signed by generator, exporter, carrier, importer, and disposer as waste moves
- Must accompany waste at all times during transport
MOVEMENT DOCUMENT INFORMATION:
- Notification tracking number from approved notification
- Actual shipment date and expected delivery date
- Transport vehicle/vessel identification
- Quantity in this specific shipment
- Packaging details and UN numbers if applicable
- Emergency contact information
- Chain of custody signatures as shipment progresses
ADVANCE SHIPMENT NOTIFICATION:
- Many countries require advance notice before each shipment (e.g., 3-7 days)
- Provided through exporting competent authority or directly to importing authority depending on country
- Includes copy of movement document and expected arrival date
- Allows importing authority and facility to prepare for arrival
- Failure to provide advance notice can result in shipment detention
Final Compliance Verification
FACILITY READINESS:
- Confirm facility permit remains valid (has not expired or been suspended)
- Verify facility has adequate capacity to receive shipment
- Confirm facility contact information current
- Ensure facility aware of expected shipment timing
- Facility should confirm readiness in writing before each shipment
ROUTING AND TRANSPORT COMPLIANCE:
- Routing must exactly match approved notification
- Cannot change ports, border crossings, or transit countries without renotification
- Carrier licenses must be current and valid for waste type
- Vehicles/vessels must meet packaging and labeling requirements
- Confirm no changes to approved transport plan
INSURANCE VERIFICATION:
- Insurance policies must be current and cover full shipment value
- Coverage amounts must meet Article 6(11) requirements
- Policies must cover liability for damage during transport
- Financial guarantee for potential re-import under Article 9(2) if required
- Obtain current certificates of insurance before each shipment
WASTE CHARACTERIZATION CONFIRMATION:
- Verify waste in actual shipment matches notification description
- No changes to composition, hazardous characteristics, or classification
- Any material deviation requires notification amendment before shipping
- Sampling and testing if waste stream variable or from different generation source
Renewal and Extension
RENEWING EXPIRING NOTIFICATIONS:
- Begin renewal process 90-120 days before expiration date
- Renewal is essentially a new notification referencing prior approval
- Update any changed information (facility permits, insurance, etc.)
- Renewals typically process faster than initial notifications (30-60 days common)
- Some countries allow "rolling renewal" for established waste streams
EXTENDING VALIDITY PERIODS:
- Some jurisdictions allow extension requests before expiration
- Extension request submitted 30-60 days before expiration
- Must justify why extension needed rather than renewal
- Not all countries permit extensions—verify with competent authority
- Extension typically limited (e.g., additional 3-6 months maximum)
INCREASING AUTHORIZED QUANTITIES:
- If approved quantity insufficient, must submit amendment or new notification
- Amendment request includes justification for increased quantity
- Facility capacity verification required for significant increases
- Some countries treat quantity increases as new notifications requiring full review
- Plan quantities conservatively in initial notification to avoid mid-year amendments

Shipment Tracking and Reporting
MOVEMENT TRACKING REQUIREMENTS:
- Maintain records of each shipment under notification
- Track cumulative quantity shipped against authorized maximum
- Document dates, quantities, and receiving confirmations
- Some countries require quarterly or annual summary reports
- Records must be retained for minimum 3 years (longer in many jurisdictions)
FACILITY RECEIPT CONFIRMATION:
- Facility signs Annex V B movement document upon receipt
- Signed copy returned to exporter and competent authorities
- Confirms waste received as described
- Triggers facility obligations for processing and reporting
- Exporter should follow up if receipt confirmation not received within reasonable time
COMPLETION CERTIFICATION:
- Some countries require certification that waste was properly disposed or recovered
- Facility provides certificate after processing complete
- Certificate describes final disposition (recycled, energy recovery, disposal)
- May be required for notifier to receive financial guarantees back
- Retain certificates as proof of Basel compliance
Changes Requiring Renotification
MAJOR CHANGES THAT REQUIRE NEW NOTIFICATION:
- Change of receiving facility
- Change of waste classification or Basel codes
- Significant change in waste composition or hazardous characteristics
- Change in routing that adds new transit countries
- Change from recovery to disposal operations or vice versa
MINOR CHANGES THAT MAY NOT REQUIRE RENOTIFICATION:
- Updated insurance certificates (same coverage, different policy number)
- Change of carrier (if new carrier properly licensed)
- Minor routing changes within same countries (different port in same country)
- Updated facility contact information (no operational changes)
- Consult competent authority before making any changes to approved notification
Practical Guidance
FOR PLANNING FIRST SHIPMENT:
- Allow 2-4 weeks after receiving all consents before shipping
- Time needed for final document preparation, advance notifications, and logistics coordination
- Verify all parties ready: facility, carrier, customs brokers, insurance
- Conduct pre-shipment checklist review
- Have contingency plans for delays or issues
FOR MANAGING MULTIPLE SHIPMENTS:
- Create shipment schedule showing planned quantities and dates
- Track cumulative quantity against authorization limit
- Maintain movement document template for efficiency
- Set reminders for advance shipment notifications
- Monitor notification expiration date closely
FOR AVOIDING SHIPPING DELAYS:
- Confirm facility ready to receive before each shipment
- Provide advance notification well ahead of minimum requirement
- Have all movement documents prepared before shipment date
- Verify carrier and insurance current
- Plan shipments to avoid national holidays in importing country

- Shipping immediately after consent without preparing movement documents
