Block 5 – Quick Reference

Total Intended Quantity

Declares the total weight or volume of waste covered by this notification — the cumulative ceiling across all planned shipments.

Basel Basis

Article 6(1), Basel Convention; Annex V-A Block 5

Field Type

Quantity — weight in tonnes (Mg) or volume in m³

Required For

All Basel movements

What Block 5 Captures

Declares the total weight or volume of waste covered by this notification — the cumulative ceiling across all planned shipments. For general notifications (Block 3 A(ii)), this figure represents the maximum total across all individual movements. Individual movement documents must not cause the running total to exceed this declared ceiling.

How to Complete Block 5

1

Enter weight in tonnes (Mg).

1 tonne = 1,000 kg. This is the preferred unit.

2

If weight cannot be determined, enter volume in m³.

1 m³ = 1,000 litres.

3

If using kilograms or litres instead, cross out the printed unit

on the form and write the actual unit used clearly.

4

For general notifications (Block 3 A(ii)):

this figure is the maximum cumulative total across all planned shipments. Individual movement documents must not push the running total beyond this figure.

5

For general notifications, attach a schedule

of expected individual shipment quantities as an annex.

⚠️

Cumulative Total Enforcement

Transit authorities verify that cumulative quantities across all movement documents do not exceed the Block 5 ceiling. Exceeding this total without amending the notification is a common violation.

Common Errors – Correct Approach

Wrong

Using kg without noting the unit change on the form

Correct

Cross out "Tonnes (Mg)" on the form and write "kg" clearly if using kilograms

Wrong

Underestimating total on a general notification

Correct

Cumulative total of all movement documents must not exceed Block 5 — budget generously

Wrong

Both tonnes and m³ left blank

Correct

At least one unit must be completed

DexMetal Expert Tip

For general notifications, declare 15–20% more than your best quantity estimate. Operational volumes vary — exceeding the declared total forces a new notification mid-operation, causing shipment delays and additional authority processing time.
